Do resting calories count towards weight loss?

I'm trying to lose weight and tracking my calories. Does the number of calories I burn while resting also count towards weight loss? I'm a bit confused about how resting calories fit into my daily total.

My father always says that starvation is not the way to lose weight because the body needs energy to function even at rest. It is best to consult a certified nutritionist to understand your daily calorie needs safely.
