Is hand foot mouth disease contagious without fever?

My nephew has these small blisters on his hands and feet, but no temperature. His mom thinks it's hand, foot, and mouth disease, but we are confused because he has no fever. Can he still pass it on to other kids if he doesn't have a fever?
